PROJECT TITLE: External monitoring of the transactions supported under EBRD Trade Finance Program in Uzbekistan

PROJECT AIM: The objective of the Assignment was to verify the accuracy of information provided through the checklists completed by sub-borrowers who are applying for Trade Finance Program (TFP) via FI partner banks

DESCRIPTION OF ACTUAL SERVICES PROVIDED IN THE ASSIGNMENT:

The specific objectives for the Assignment include:

-Contacting the FI partner bank and sub-borrower to obtain supporting documents that confirm the accuracy of the information in the completed checklists;

-Verifying the reliability of the information provided in the completed checklists;

-Completing the external monitoring form;

-Preparing and submitting the external monitoring report.

In advance of the field work, the Consultant has undertaken the following desk-based preparation:

a) Review all checklists for each TFP transaction, together with available supporting documents;

b) Receive an induction from the EBRD on the review process, due diligence criteria, TFP business processes relevant for the review process, and external monitoring requirements;

c) Review all background reports available publicly on forced/child labour in Uzbekistan, including ILO TPM report for 2019.

Based on the reviewed TFP deals, the Consultant will develop recommendations for the EBRD on how further improve the effectiveness of the review process, as relevant.
