PROJECT TITLE:Tashkent Power Loan - Compliance with the Industrial Emissions Directive – BAT Assessment

CLIENT: WSP UK Ltd / EBRD

PERIOD: june 2021 - may 2022

PROJECT AIM: The EBRD is currently considering a number of transactions in the power generation sector with the Government of Uzbekistan. JSC TPP has ten subsidiaries (in form of joint-stock companies) that hold generation assets, with each subsidiary managing a corresponding power plant. Given the age of the facilities, and ongoing and planned modernisation activities, the EBRD has recommended that a Best Available Techniques (BAT) assessment is conducted to identify critical non-compliance areas and improvements needs. The objective of this assignment is to undertake an assessment of BAT.

DESCRIPTION OF ACTUAL SERVICES PROVIDED IN THE ASSIGNMENT:

-Undertake an initial desktop review of the documentation provided to enable to focus on key issues through further discussions with the client and observations later in the field;

-Assist in determining compliance requirements in relation to Uzbek permitting and other relevant key environmental regulations;

-Conduct site visits to all nine subsidiaries across Uzbekistan to gather information at each site, identify and photograph key assets and interview site personnel to:

-to verify and clarify existing data relating to BAT and hazardous materials management;

-to collect further missing data relating to BAT and hazardous materials management;

-to discuss and confirm upgrade plans including units to be decommissioned;

-to assess any social issues relating to upgrade plans;

-to review stakeholder engagement activities

-to take photographs – key plant infrastructure, location of areas to be expanded and surrounding features of the site

-Review of the Companies’ existing environmental and social management systems, policies and practices; Organisational capacity and resources;

-Human Resources and employment (e.g. child labour, forced labour, non-discrimination and equal opportunity, workers’ organisations, contractor management, retrenchment and employment, talent management, prevention and sanction on harassment) policies and collect data related to the respective numbers of women and men at different levels of the Companies;

-Occupational health and safety
